The national advice on the incapacity (NCD) is an independent federal agency that makes recommendations to the president and to the congress in the editions that affect to 54 million Americans with incapacities. NCD is made up of 15 members designated by the president and confirmed by the Senate of the United States. In their report 1986 towards independence , NCD first proposed that the congress must decree a law of the civil rights for people with incapacities. In 1990, they signed to the Americans with act of the incapacities in law.

The total intention of NCD is to promote political, programs, practices, and the procedures that guarantee the equal opportunity for all the individuals with incapacities, without concerning the nature or the severity of the incapacity; and to authorize to individuals with incapacities to reach economic self-sufficiency, the independent life, and the inclusion and integration in all the aspects of the society.

NCD is coordinating at the moment a study of the multi-year in the putting in practice and the application of the Americans with incapacities acts and other laws of the civil rights.
